The Law Office of Joseph L. Parks, PLLC provides legal and consulting services to school districts, municipalities and other entities, as well as HR professionals and attorneys who represent these organizations. We focus on school safety, workplace investigations, and policy & procedure development, as well as providing training in the areas of workplace investigations, HR/compliance issues, school safety and security, emergency preparedness and custom topics of interest to school boards, school district leaders, school-based law enforcement, HR professionals and others. We provide other services on a case-by-case basis.

Texas is home to thousands of capable attorneys and consultants. But for matters within his wheelhouse, few have the unique perspective and combination of experience that Joseph (Joe) Parks leverages for the benefit of his clients. A Texas attorney since 2004, Joe has significant experience in employment law, workplace investigations, school law, commercial litigation and open government law. He served 11 years as an Executive Director for one of Texas' largest public school districts (55,000 students / 7,000 FTEs) where he was responsible for directing safety, security, emergency preparedness, workplace investigations, applicant criminal history reviews and open records. Joe also has over 20 years of diverse public safety and law enforcement experience, honorably retiring at the rank of Lieutenant with a nationally accredited law enforcement agency of 500 employees.

Developing and presenting training on a wide variety of topics of interest to school districts, HR professionals, and other public and private entities. His forte' is taking complex, legal or procedural material and presenting the information in a manner that highlights real-world, practical application.

Identifying solutions In school safety, security, emergency preparedness and policy and procedure development. Joe likely has experience with an issue your district or entity is currently facing or will face in the future. He can help take your new program or initiative from theoretical to operational.

Conducting and managing investigations into workplace misconduct and alleged policy violations, including conduct subject to parallel investigation by DFPS and/or law enforcement agencies.
